CEBIS Regulatory Case Study

    < 6 months

    full takeover from Microsoft

    6 banks

    in Croatia are running CEBIS

    3 of 18

regulatory modules built solely by Koios

Overview

CEBIS is the platform Croatian banks use to exchange regulatory data with the Croatian National Bank — a SQL Server and .NET solution that creates, transforms, controls, calculates and stores banking data across 18 regulatory modules. All six banks running CEBIS engaged Koios to take the platform over from Microsoft. Koios assumed maintenance, development and regulator communications in under six months, and none of the banks had to build an in-house team to do it.

Challenge

Microsoft discontinued support for CEBIS in early 2022, leaving the banks without the vendor behind a platform they depend on. Regulatory reporting cannot pause — missed or incorrect submissions to the Croatian National Bank mean fines — so a replacement partner was needed quickly, and one capable of absorbing a genuinely complex system. CEBIS handles a large volume of reports drawn from multiple data sources, under constant regulatory change from both the central bank and the ECB, with strict demands on data quality, traceability and security.

The alternative was each bank standing up its own maintenance team: slow, expensive, and duplicated six times over. Instead, the knowledge held by Microsoft’s team had to transfer to a single new custodian, fast, without a gap in reporting.

Action

Koios assembled a dedicated team of ten around CEBIS: .NET and database developers, business analysts, project managers, testers and delivery managers. Knowledge transfer ran through video-recorded training sessions with Microsoft’s approach as the baseline, reinforced by independent problem-solving directly on the platform. Within six months, Koios held full maintenance responsibility.

The operating model assigns dedicated engineers to specific sections of the platform. When issues at several banks land simultaneously — a regular occurrence around reporting deadlines — ownership is already clear, and resolution typically takes under an hour rather than passing through a general support queue.

Beyond maintenance, Koios took on two responsibilities Microsoft had previously carried: implementing new functionality as the Croatian National Bank and the ECB mandate it, and handling direct communication with both regulators on the banks’ behalf. Of the platform’s 18 regulatory modules, three were developed entirely by Koios — AnaCredit, SPP3 and CESOP — and the team carried all six banks through Croatia’s conversion to the euro, one of the largest single changes the platform has absorbed.

Change
  • Full takeover completed in under six months Maintenance, development and regulator communication moved from Microsoft to Koios inside six months, with no interruption to reporting.
  • Uninterrupted support for all six banks Every Croatian bank running CEBIS has had continuous platform support since the transition, without any of them establishing an in-house team.
  • Three regulatory modules built in-house AnaCredit, SPP3 and CESOP were developed solely by Koios, keeping the banks within regulatory norms and clear of fines.
  • Euro conversion delivered without disruption The team took all six banks through Croatia’s currency changeover and reported successfully to the central bank throughout.
  • Issue resolution in about an hour Dedicated engineers per platform section mean issues are picked up by someone who already owns that area, cutting resolution to roughly an hour.
  • Regulator communication handled end to end Koios now manages the full exchange with the Croatian National Bank and the ECB, removing that coordination burden from each bank.
